The state educational policy includes such a key issue as training students of non-pedagogical majors in teaching. This fact determines the relevance of the study. On the one hand, such policy is due to the necessity to solve the problem of teacher shortage, and, on the other hand, it is determined by the current need of classical universities to change the goals, content, and structure of teacher-training modules.

The article presents the analysis of history of formation, modern state and prospective of development of the competence-oriented approach in the system of Russian higher education. The article discloses specific character of the definitions of «competency» and «competence» in the context of various scientific approaches. The article presents theoretical analysis of the problem regarding descriptors of students’ academic achievements. It views scientific approaches based on intellect and competences. The study points out that the opposition between competences and intellect leads to their inclusion into the structure of cognitive abilities. The study discusses results of the series of studies of competencies and features of their evaluation by managers (69 people) of different gender, age, length of employment, managerial experience, and positions, who are working in different companies.
