Methodological Grounds of Russian Education Reform

Abstract: 

The reform of education in Russia in the last quarter of the century occurs irregularly and is reduced largely to organizational restructuring, under a general term – «improvement». There is a dangerous gap between the declared humanistic strategy and the actual implementation of market economy principles At that, educational management chain lacks an important element which is the scientific justification of the changes. State Unified Exam which does not reflect the requirements of new educational and moral upbringing standards is persistently implemented though gradually being improved. State assessment tools of personal development , social development, cost-effective and health –saving educational outcomes is required. They should be prepared using both traditional and new digital teaching tools which develop skills and competencies.
